    I have read several proposals to raise the capital requirements for the to big to fail banks until they voluntarily break themselves up (Or more likley the institutional investors force them to break themselves up) Already Basel III raises capital requirements so just go further. Start at 20% which is where the national banking system started in 1863. No need to get new laws the regulators already have the power to raise the capital requirements.
