What would one call Russia today? Certainly not Communist in Lenin’s sense of the word.

No, today’s Russia isn’t communist by any definition. The most appropriate description is probably a capitalist kleptocracy.
In Lenin’s time, the USSR was never communist. Lenin called it State Capitalism, although since the state owned the means of production, it fulfilled a working definition of socialism.

All human governments are comprised of people. As such they require *their own* money (and labor) to exist. Pretending that governments exist apart from people is nonsense.
I suppose governments can be considered “parasitic” in the sense that your brain is parasitic since it parasitizes all the other organs of your body in order to exist. That would be a trivial and useless application of the term.
