The same exact judgement has been used for every President since the CBO came into effect.
It is a baseline prediction from where we are right now. Obviously, it cannot account for things that have not yet happened. Some Trump imposed, and some imposed by outside forces.
Nice to see you covering up for this cretin before the facts. Makes my judgement of you spot on.
CBO is out with its latest 10 Year Outlook. This report does not include anything Trump might do. So this report will be used to judge Trump.
What will happen with key components of the budget? How will future deficits compare to the Pre-Trump thinking? GDP growth? Tax receipts?

Yes the CBO did not include some reporting because The House voted to restrict it from voting on certain things. the first being the PPACA. http://www.politicususa.com/2017/01/11/gop-prohibits-cbo-reporting-aca-repeal-blows-deficit.html Figure ~$350 billion to repeal it.
