I am having difficulty understanding the various proposals to make public colleges free, either to everyone or with income caps.
Public colleges are established by states and municipalities, not the federal government, with the exception of military academies. They are financed by state, not federal taxation and tuition charges. I realize that they get federal subsidies for a variety of reasons.
If the federal government were to provide all of the funding to operate these colleges and universities, would they also be controlling costs, such as salaries, construction projects, and the like? Wouldn’t they be basically taking over the institutions, ultimately controlling administration and educational policy, and making them federal colleges and universities, in effect, without formally establishing stand alone federal institutions?
Isn’t all of that potentially creating a very large 10th Amendment problem?
