Initially the plan was for something like 800 troops, or roughly one battalion. Then it grew to 5,200 troops, or roughly a large brigade. And now it’s possibly up to 15,000, or a good sized division. Setting aside the legal issues, the HQDA G3 (Operations), G4 (Logistics) and G8 (Financial Resources) have to be having a cow over this planned deployment. Contrary to what most people believe, Army units are severely constrained by what is known as a RESET rotation cycle. There’s very little wiggle room in the RESET cycle and any disturbance typically takes about 30 months to resolve itself. This is a very serious readiness concern. For those folks who aren’t familiar with the RESET concept, which drives Army readiness, here’s the handbook: https://www.globalsecurity.org/military/library/report/call/call_10-47.pdf
Turn your attention to page 3 of Chapter 1 for a quick review of the troop rotation cycle.
